I suppose that no, strictly speaking, he didn’t speak those exact words. What he did say was this:

Remember when Osama bin Laden started repeating points from Michael Moore late last year? Well, the trend continues. Hamas leader Mahmoud Zahar sez:
They [the Bush administration] are criminals, they left the black classes in New Orleans to be killed by a natural disaster and they did not interfere. They are real “terrorists,” it is a [...]
Zarqawi’s #2 (and I use the term “number two” very deliberately in this instance) man is tango uniform.
…and certianly won’t be missed. The likes of Jane Fonda, Swamp Thing and Cindy Sheehan may squirt a few tears, but they’re probably too busy basking in the warm glow of TV cameras and reporter-BO to notice.
